It's a traffic building application, the same type of system as some of the Webpage traffic builders. Traffic Swarm had the same Idea.. I've just added it.. I'll let you know how it goes.
They hand out credits for traffic impression, so you display other ads in the widget to gain credits to display yours. Thus hopefully building exposure and more visitors to your blog.
